You can Special Summon this card (from your hand) by removing 1 Ice Counter from anywhere on the field.

When this card is Summoned, You can add 1 card from your Deck or GY to your hand, that specifically lists "Ice Counter" in it' text.

Once Per turn, during either Player's turn, target 1 monster your opponent controls; place 1 Ice Counter on it. Monsters with Ice Counters cannot activate their effects.

This thing litterally searches 1, spreads counters and negates two things's effects. And it can be specialled. It does so much. Please limit its versatillity. If this card wasn't for such a bad archetype it'd be OP af. Did you just litterally attribute everything the ice counter guys lack to this card? because this definately needs to be split up over several cards. (I'd say 2)
