You can Special Summon this card by tributing 1 FIRE monster you control. When a monster destroyed by battle or card effect and sent to the GY, that card's owner Special Summons 1 "Fireball Token" (Pyro-Type/FIRE/Level 1/ATK 100/DEF 100) in Defense position. This card gains 100 ATK for each "Fireball Token" on the field. These tokens cannot be used as Link Materials. Once per turn (Quick Effect): You can tribute 1 FIRE monster you control: destroy all "Fireball Tokens" on the field, then inflict 100 damage to your opponent for each.

Dude you realise that this is infinite Link Summons, right? Just Summon this and then Link Summon using at least 1 non-Token monster, and that triggers this card's effect, Summoning a Token. You can then Link Summon with the Link Monster + the Token and trigger the effect again. Repeat

I'm pretty sure the effect cannot loop since the conditions is that a monster has to be destroyed by battle or card effects and sent to the GY. Besides, even if the token was destroyed, it isn't sent to the GY but... Elsewhere. I think the card is fair enough without the No Link Summoning clause. Although IMO, it was like Konami forgot they had token cards like Scapegoat making Link Monsters easily accessible and abusable towards tokens, unlike Synchros where they require a Tuner or Xyz which cannot use tokens or Fusions, which can use Tokens but can be situational. However, I think as it was before, it was fine.
