You can Special Summon from your Extra Deck this card by Shuffling the above card you control and/or in your GY (This treated as Fusion Summon). You can only Summon "Loop Fusionist" once per turn. If this card is Fusion Summoned: You can Target 1 card your opponent control; Negate its effect until your next Standby Phase (even after its removed from the field). additionally, If this card is Fusion Summoned using a Fusion Monster you control in Extra Monster Zone as its Fusion Material and this card is placed in Different Extra Monster zone than that monster for that Summon: Banish 1 card adjacent to that Target, face-down.

basically playing around with Konami confirmation that EMZ is a neutral territory:

unless your opponent have a monster established in 1 EMZ  you basically can "correcting" your EMZ choices... say like you have regular Utopia in your EMZ but that card position is somewhat not beneficial > provided the other EMZ still empty you can rank-up it to Lightning which just before you complete the summoning process both "empty" EMZ become neutral so you can place your Lightning on the other EMZ

 

 

the idea is to juggle this guy with its other copy from one EMZ to another to disturb opponent and (possibly...a bit of reach ill admit) their card placement strategy
