Well the card in itself is a bit complicated and I'll my best to simplify it.

 

Correct OCG:

As long as this card remains face-up on the field, negate the effects of any Normal or Quick-Play Spell cards activated out of the Standby Phase. A card who has had its effect negated by this remains face-up on the field instead of being sent to the Graveyard. Once per turn, during any player's Standby Phase, if the turn player has any Normal or Quick-Play Spell cards face-up on their side of the field, they may remove the Spell Card from play to activate its effect. When this card is removed from the field, return all face-up Spell cards on the field to their owner's hand.

 

I believe that's it. The card I'm guessing merely sets back Spells by a turn? It's creative but not very playable. Not a bad card.

anti DDT. anti Magical Explosion. could help against fusion. many possibilities...
