Basically, this started as an idea to retrain Seto Kaiba into the modern game with a full Deck based on the blue-eyes, or in this case: Opal Eyes!

The Deck focuses on Normal summoning and can do so from the Graveyard. There are also a slew of pseudo-union monsters meant to make the level-8 drgons even more ridiculous. Let me know what you think!

Frankly, this archetype isn't that interesting. They're shaping up the be extremely slow

Risen Cobalt hints at the existence of Level 5 "Cobalt" monsters, which do not exist

Opal-Eyes Cobalt Dragon is alright. If Konami can make a normal monster work then this card is fine. Will be taking a lot of Blue-eye support with it due to its stats and type.

Paladin of Cobalt Dragon can't be summoned from the GY unlike the rest and eats up the normal summon for a mediocre effect. Blue-eyes showed us that just pumping out 3000ATK beaters isn't enough for you to win games. (Also isn't a Ritual despite being a Paladin, but that has been done before)

You have inconsistent wording on all the level 3s, please use the same wording for all of them since they are so similar (prefer the wording of the later ones)

Also, 7 level 3s is a bit much, that's even more than the number of "Eyes of Blue" monsters Blue-eyes have to support them. I say you should ask yourself "Would I actually run a least 1 copy of each and every one of these cards".

Crystalline and Splash are just bad

Scabbard, Psi and Chi may see play as a 1 of
Gilded and Scimitar are the actually good ones

The continuous spell is nice, no idea how you're actually getting tribute fooder of the field in this deck.

The field spell would be busted if its archetype wasn't so underwhelming, searches, not HOPT and free summons? yes please

Cost Circumvented will see play as "Steelswarm Hercules OTK"

Barrier would be busted if you actually had consistent ways to get tributes on the field

The Fusions are really bad, worse than the Blue-eyes ones in a lot of ways. End Dragon is the next Zarc, really good but never summoned. There isn't a single Fusion card in the Archetype, how do you plan on making them?
