As long as this card remains face up on the field, increase the ATK of all WATER monsters by 200. When this card battles with a FIRE monster, decrease that monster's ATK by 200. When this card is destroyed by battle and sent to the Graveyard, you can Special Summon 1 WATER monster with an ATK of 1500 or less from your Deck.

The effect's a bit situational

 

the second effect yes' date=' the third effect maybe, the first effect are you kidding? that first effect is no were near situational, with that suddenly she comes into play as a 2600 with effects,

deck would make it more overpowered, make it hand grave or both.

 

to the card, its kinda overpowered, you might want to get rid of the second and third effects, the first one makes it a bit overpowered alone. but other then that it looks decent i would say 7/10

I like the effect is useful for water decks. The picture is really good.
