OK: i know its small

 

"Cloudian - Nimbusman" + "Cloudian - "Cirrostratus + "Cloudian - Acid Cloud". This card cannot be destroyed by battle. If this card is in face up Deffence Position, destroy it. When you Fusion Summon this card, return the fusion material monsters to your deck. When you summon this card put 1 Fog Counter on every monster on the field. You can remove 1 Fog Counter on a monster to destroy it. You can only activate this effect once per turn. This card gains 700 Attack for every Fog Counter on your side of the field.

im gunna make it 1800, becuase it is the ultimite cloudian. maybe like 1500 or 1300...:? :o

I'd say 1300. I'm not really a Cloudian fan (I actually don't even play YGO anymore :D), but if I ran Cloudians, that'd be in it.
