Wow for your first card this is actually surprisingly good. Some OCG probles but ill overlook that since you probably don't know the correct OCG used. Well I agree with the others, it's tinsy bit over powered because 5000 ATK just for being destroyed ONCE will usually always win you the duel.

 

Things To Improve:

-See if you can get an even better image

-Rethink the effect but keep the same concept. Like instead of it doubling its ATK when re summoned how about halfing it instead that way its balanced and it still has 1250 ATK. Maybe even add 2 effects to keep it powerfull like for every aqua or dragon type monster on the filed this card gains 200 ATK and DEF. (Not proper OCG or Grammar)

-Keep on making good cards (you're a natural)

 

I give this card an 8.2/10. It's Good but it could be even better!
