I agree, it looks a bit more Griffin than Phoenix, but that's just my opinion on the art. As for the card itself, it's not terribly hard to get into play and the effect is pretty hard to stop. It's essentially an easier to summon Dark Dust Spirit that doesn't go away at the end of the turn. Unlike the Sacred Phoenix of Nephthys, this card doesn't repeatedly come back into play if destroyed by a card effect. As a means to more effectively balance this card, might I suggest that you add an effect similiar to Gravekeeper's Chief where you can only control 1 of these at a time? That might be enough to balance out this card's power.

I see some OCG Errors. Type isn't supposed to be capitalized. And I think that last part of it's effect should be re-worded a bit. It conflicts with the effect before it. It says when it's special summoned successfully, send it to the graveyard right? So when it's special summoned the second time wouldn't that effect still send it to the Graveyard, not activating the effect? I don't know, it's a hard effect to put into perfect OCG, but I make a lot of OCG mistakes so...

 

I'm not rating the card on OCG though, cause it's stupid. It's a tad bit overpowered. Remove 1 Winged Beast and Thunder-type is pretty easy in the right deck. The special summon part the first time is good because it gives the opponent a chance to counter, but that probably won't happen. The destroying all other monsters except for him is a tad strong though.

2nd Bold - Thunders and Winged Beast may be easy, but this card isn't "Devastating" on the field as such.

It is? My bad I always do it with lower case. Thunder-type looks more practical than Thunder-Type to me.

 

I didn't say devastating now did I? I said a tad bit strong. Of course theirs a lot of reasons why it isn't devastating. The effect does give a big field advantage monster-wise though.

I edited this card so it makes a little more sense.

 

Yes, this thing dies when it is summoned, but it activates first.
