I'd say their quite overpowered...

400 ATK for each spell or trap in the Graveyard? Well, with the fusion you've already got one, so 3000 ATK (Ultimate Tyranno's power). In a Caster deck, you'd probably have this card as a supreme aggro with all the ATK it'll get. Not only that, but the card has an improved Jinzo effect, with little sacrifice.

 

The other card is much the same. 200 ATK for each S & T in the Graveyard, from an already-strong 3400 ATK -- that's tons of aggro damage! Not only that, it can negate any effect that gets in the way.. almost like Vennominaga, Fusion Style.

 

And just because its hecka hard to summon doesn't mean its not overpowered. Even though this combination would incredibly hard to pull off, the cards still would work as machines of mass destruction, stopping Traps and such that would get in the way.

You just can't seal a bottle of "overpowered" with a "summoning restraint" stopper... it doesn't work.
