It summons itself when your opponent plays a spell card, and that spell that your opponent played is negated unless they pay 400x your fairies?

 

Is that it?

 

Plus, it doesn't need "Normal Summon" or "to be treated as a Quick-Play Spell Card". It should be just listed as Special Summoning itself.

it says normal summon which means you can't summon any other faeries this turn.

Okay, here's how the OCG for Faerie of Spells:

 

This card can be Normal Summoned or Set during your opponent's Main Phases if you did not Normal Summon or Set during your previous turn. During your opponent's turn, when your opponent activates a Spell Card, you can treat this card in your hand as a Quick-Play Spell and activate it. If you do, this card gains the following effect: -Activate only in response to the activation of a Spell Card your opponent controls. Your opponent can pay 400 Life Points for every face-up Fairy-Type monster you control. If they do not, negate the activation and effect of the Spell Card and destroy it.

 

Whew... That was a nightmare. I like where you are going with these, 8/10
