Take too many cards to triute summon, and then when he uses his effect you have an un-shuffled deck with a 12 star monster in it... And I don't see the "phantom" in this card. No cape xD. 5/10. Card Ethics first -- every "Neos" Fusion has always been a contact fusion in the TCG, and any other combination with "Neos" in it ("Neos Wiseman" and such..), is always an effect monster with a required tribute... so either make this card a Contact Fusion Monster, or change it to an effect monster... Now OCG -- I'm gonna rewrite the effect here:(Fusion)"Elemental Hero Neos" + 1 DARK monsterThis card can only be Special Summoned from your Fusion Deck by returning the above cards you control to the Deck. (You do not use “Polymerization”.) Once per turn, you may pay 2000 Life Points to return all cards on the field except for "Phantom Neos" to their respective owner's Deck.(Effect)This card cannot be Normal Summoned or Set. This card can only be Special Summoned from your hand by sending "Elemental Hero Neos" and 1 DARK monster you control to the Graveyard. Once per turn, you may pay 2000 Life Points to return all cards on the field except for "Phantom Neos" to their respective owner's Deck. Balance, finally -- "Demise" is the only thing close to this card, and he's a Ritual Monster (so only... 3 cards can ritual summon him -- "End of the World", "Advanced Ritual Art", and "Contract with the Abyss".).. however, your Fusion Monster clears the field for the same price (sending cards to the deck doesn't change that), but there's quite a few easy ways to get this guy out. IF you make this monster a Contact Fusion, and require the use of his effect only during the Battle Phase, then he will be more balanced, but if you make him an effect monster, I think you'll need to decrease his stats by 1200 each to balance him..
