I should stop thinking that 'the current meta' is a good argument for cards not to be broken.

 

Anyways, here is it again, this time not so broken.

This card only be activated during your Main Phase. During each of your Standby Phases, put one counter on this card. By sending this card to the Graveyard, draw a number of cards from your Deck equal to the number of counters on this card. When this card is destroyed and sent to the Graveyard by your opponent's card effect, you can draw 1 card and return this card to the top of your deck.

I think Dark World would need this card the most, because they spill their hand advantage on field advantage.

Exodia, however, relies on speed, which this card doesn't offer at all.
