Effect: This card cannot be Special Summoned or Set. This card cannot be Special Summoned except by Tributing 1 "Dragon Rider" on your side of the field. If your opponent attacks this card you can activate one of the following effects.

- Increase this card by 1500 ATK for every Dragon-Type monster on the field and 500 ATK for every Dragon-

Type monster in your hand.

- Destroy the monster.

- Change this card to DEF position.

overpowering effect and you say "This card cannot be Special Summoned or Set. This card cannot be Special Summoned except by Tributing 1 "Dragon Rider" on your side of the field." You say it cannot be special summoned but it can only be special summoned, also it can be normal summoned.

OCG fix: This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing 1 "Dragon Rider" you control. When this card is selected as an attack target, select and activate 1 of the following effects:

-:This card gains 1500 ATK for each Dragon-Type monster on the field and gains 500 ATK for every Dragon-Type monster in your hand.

-: Destroy this card.

-: Switch this card to Defense Position.

 

Also, it's overpowered, change DEF to 3500 or so. We'll need to see Dragon Rider too.
