Not necessarily, you could say "2 or more non-Tuner monsters" ar replace the 2 with a 3 if you want them to tribute alot of monsters.

 

Also, your OCG could use a little work, but I have jsut run out of time so I can't explain right now.

dont worry, and i was'nt nessaerily loking for a lot of tributes with it, but more then one, becuse with a synchro it places limits on wich monsters can be used, due to the limits of synchro summoning, and i dont often make cards like that so, my OCG will be off, cuse i tend to stick to simple effects, or more or less take effects of real cards and alter them as i like

just say for example zack that you wanted to make a dragon tuner, for the type you would type Dragon/ Tuner
