A nice EV trained pokemon like Gyarados, Gengar, Tyranitar, or even Breloom can take it down. It all depends on who is using which pokemon. Eg. If a noob is using arceus and someone like Felix for example(I took your example G-Virus) was using an EV trained pokemon, arceus may have a chance at winning, but he most likely won't. In the anime, every single episode is the same thing. ash + friends is happy, problem comes along, they try to help, then BAM team rocket shows up, Pikachu(member too :P) pwns team rocket, day is saved, the end.
