I think the last part should say something like:

 

You opponent must draw from his/her Deck until he/she draws 3 Spell cards. Your opponent must send the 3 Spell cards to the Graveyard and shuffle his/her hand into his/her Deck and draw ? cards.

OCG (how I would word it): You must pay 2000 Life Points to play this card. Your opponent must draw from their Deck until they have drawn 3 Spell Cards. Your opponent discard those 3 Spell Cards and return the rest of the cards to their Deck (the Deck is then shuffled).

 

Pic is cool and different, Effect seems balanced and nice.
