Your "Egyptian Ruler" is lvl 10, takes 1000 LP to summon, and only has a maximum of 2400 ATK... so it's not aggro. Your monster doesn't deal direct damage, so it's not burn. And your monster doesn't destroy cards on the field, so it's not field control... wait, it's stall? Full immunity stall?

That doesn't work -- overpowered.

There is no card in the TCG that works the way your card does, unless that card is incredibly hard to summon or has extreme drawbacks... "Vennominaga" is a prime example. You need to tribute "Vennominon", a 2-tribute monster, and then activate a select Trap Card when Vennominon is destroyed. That's very hard. Your card is pretty easy to summon. Get your "Ruler" into the Graveyard ("Foolish Burial", "Card Destruction", "Dragged Down into the Grave", etc.) and then use "Reawakening of the Pharaoh" to bring him back for 1000 LP... that's not hard to do. Your Spell Card is overpowered as it is, anyway. It's like "Premature Burial", but the cost is just a little higher, and you don't need to equip the monster with anything... so both cards are overpowered.

 

Here's something to think about. As far as immunity goes, you start at lvl 2 with "Spirit Reaper". Most increases are linear, but immunity is exponential. So 2 squared is 4, which is pretty close to "Marshmallon" (lvl 3). However, 4 squared is 16, and the highest level is 12!! So, mathematically, it's improbable to create a totally immune monster like your "Egyptian Ruler", without extrememly hard summoning conditions of a huge drawback.
