Not bad. Even if Master Rule OCG is more annoying than Weevil's dub voice.

 

However, you can't Tribute your opponent's monster, and since you can't Normal Summon it, it always gets its effect. This'd be the right OCG.

 

This card cannot be Normal Summoned or Set. When your opponent Advance Summons a Level 7 or higher monster, you can discard your hand to the Graveyard to negate the Summon and destroy the Summoned monster. Then Special Summon this card from your hand. Whenever your opponent Releases a monster, inflict 1000 damage to your opponent.

 

The card is good playability-wise. On the other hand, it can easily be annihilated by one card: Prime Material Dragon.
