In Dragonball for example, Krillin was not as strong as Goku, but Tien was as strong as Goku. In the Saiyan Saga, Tien records a power level of 1700, while Krillin has a power of 1600. All the way through DB and DBZ, Tien is the strongest of the Humans.@Shadow Collector, in DB, Tien is able to defeat Master Roshi, so he's stronger than him.
