I suggest making the effect more complicated and stronger,but to not overpower it lower the Attack to 3300 cause from what I know the only Lv 9 Monster I've seen had 3200 ATk.Right Now 8.5/10

Do not say points after the number of the damage that will be done to the opponent has been said, so, say

 

"Inflict 2000 damage..." Not

"Inflict 2000 points of damage..."

Also, direct damage does not have to be said.
