If you keep Tributing WATER monsters, drawing cards, discarding them, attacking, you could win in about 5 turns when combined with other monsters. But it's still a really good effect.P.S. LOVE THE PIC.Or maybe, make it "if you have 3 or more cards in your hand discard your hand to destroy all Spell and Trap cards on your opponent's side of the field" or something like that.
