This is a new card I made:

This card cannot be Special Summoned. When this card is Summoned, you can randomly select one card from your opponent's hand and discard it to the Graveyard. As long as this card remains face-up, no Quick-Play Spell Cards can be activated. You must also pay 500 Life Points when this card attacks your opponent directly.

 

I believe I have done the art credit correctly this time, as I listed the artist from Devianart on the card. (Although the artist does not claim ownership of the original picture, I do not know where he/she got it.)

Nice card...the effect isn't a stellar one, but then the OCG seems solid, and it's not OP/UP'd...

OCG is good can't argue with it, effect is balanced but nothing big. Pic is nice, not bad... maybe a little bland though.
