If you are reading the effect of Hailberd the Ice Dragon:

This card cannot be Normal Summoned or Set. This card cannot be special summoned except by removing from play 3 Dragon type monsters from your graveyard. One of these effects may be activated if one of the monsters sacrificed had these attributes

Earth: Destroy up to two face down cards on your opponents side of the field

Wind:Destroy up to 2 Monsters on your Opponents side of the field

Light:your opponent must discard up to two cards in your his/her hand

Fire:This card gains 100 points for each dragon type monster in the graveyard
