Von Csent
The picture is bland, and the power-up is not that useful to thunder monsters. Thunder monsters are usually either too weak to benefit from the increase, or so strong that they simply don't need it. They are also in short supply. Unless you are running a Battery Man deck, this card would not have enough targets to make it worth putting it into a deck. Also, it is customary to list ATK changes before DEF changes. Just remember, it's ALWAYS better to make an under-powered card than an over-powered card!
OMGAKITTY
Voncsent pretty much sums it up...Equip and field cards a kind of difficult to do....there's not too much room for freedom in their effects. Just as a general rule of thumb, avoid making an equip that simply increases/decreases ATK/DEF. Honestly, when I saw the title I thought it was going to be a card destruction-esque card. :/
Tabris
Ho-hum. Batterymen already have enough ways to gobble up their opponents. Unneeded card is unneeded.
Bengal
Could be better, the picture is'nt very good, the effect is kind of simple, and the OCG is good. Voncsent is right, ATK before DEF 5/
