It's strategy is too unbalanced. First of all, you're going to need to have no cards in your Graveyard... which is hard to pull off, sometimes even in an rfp deck. Now if that happens, your monster is probably going to be either useless (1500 ATK... woot) or incredibly powerful, chances are higher on the second end. THEN your card gives you the ability to draw one extra card per turn if it destroys a monster (and if its set in an rfp deck, it probably will).

 

So, its too hard to summon but its overpowered as well. You've made a terrible mistake thinking that hard summoning conditions will balance an overpowered card -- they won't. Reduce the Summoning req. and decrease the potential of the card... say no ATK gain but an LP boost every three turns or something? When I first saw this thread's title, I thought "Allure Queen". Maybe you could redirect the card effect more thataways instead...
