Discard 1 card each time a monster you control is selected as an attack target,switch the target to 1 face up monster your opponent controls.If your opponent only has 1 monster on the field during your Standby Phase they can Special Summon 1 Level 4 or lower monster from there Graveyard.During the End Phase of a turn that you activated this cards effect you can Special Summon a monster from your Graveyard in face up Defence Position.

in my opinion, rewrite it in this way:

Each time a monster you control is selected as an attack target by an opponent's monster, you can discard 1 card to switch the target to 1 face-up monster your opponent controls. If your opponent has only 1 monster on the field during his/her Standby Phase, he/she must Special Summon 1 Level 4 or lower monster from his/her Deck or Graveyard.
