As long as you control this face-up card, once per turn, you can search your Deck for 1 "Umi" and add it to your hand. Your Deck is then shuffled. If "Umi" is face-up on your field while you control this face-up card, increase the ATK of all WATER monsters you control by the number of Spell and Trap Cards removed from play x100. When this card is destroyed, return 2 Spell or Trap Cards that were removed from play and place them at the top of your Deck.

Typically, I don't really like the majority of the cards that get posted here but I am really impressed with the balancing of these two cards. I love Genzoman's artwork and you did an excellent job of selecting artwork that fits with what you had in mind for the cards. However, there are some OCG (official card grammar) errors in your cards.

 

"This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of "A Rising Ocean". Just say "As long you control this card" it's implied that the monster has to be face-up for the effect to work. No need to put "Your Deck is then shuffled" because all search effects force you to shuffle your deck.

 

"While you control this card, as long as "Umi" remains face-up on the field, all WATER monsters you control gain ATK equal to the number of Spell and Trap Cards removed from play x100. If this card is destroyed, return..."

 

A Rising Ocean:

 

Just say "...you can Special Summon 1 "Serpentine Terrorking - Forneus" in attack position."

 

Personally, I would reword the last sentence and tack it to the top of the card instead of bottom. The rewording would look like this:

"If you activate this card, you cannot Normal Summon during this turn."

 

Normal Summon covers setting a monster so you do not need to add set in the restrictions part.

 

As for a rating I will give this a 8/10 only because of the OCG errors in the card. The images and the balance of the two cards is spot on.
