This card can only be Synchro Summoned if the 2 monsters used to Synchro Summon this card, have a combined Star Level of 0. This card has a Level of 0. While this card is on the field, reveal all monsters in your hand. this card gains ATK and DEF equal to the combined total of Star Level those monsters have x 300. When the effect of a Spell, Trap, or Effect Monster effect actvates that targets this card, you can discard 1 monster from your hand, to select 2 cards on the field and this card and place them face-down. Shuffle the cards and your opponent picks 1 of the cards. The card picked is destroyed and the Spell, Trap, or Effect Monsters effect is negated. This card cannot be destroyed by a card that does not target.

like silent insect. its suppose to be that way cuz this card is OP

not OPed. This card is hard to Summon and there is always a chance this card will get destroyed by its own effect. so its quite balanced.

Silent Insect does not do anything like changing Star Level - http://yugioh.wikia.com/wiki/Silent_Insect - evidence of it's effect.

 

And I'm not going to rate this card since it's impossible (as far as I know) to have a 0 Star Level, so until you can prove it's possible I'm not rating.
