This card cannot be Special Summoned except by returning 1 "Elemental Hero", "Destiny Hero", or "Evil Hero" monster, and 1 "Neo-Spacian" monster you control to top of the owners' Decks, and shuffling the Decks. During your Standby Phase, if you control no other "Elemental Hero", "Destiny Hero", or "Evil Hero" monsters, treat this card as 1 Fusion Material Monster for a "Neos" Fusion Monster, until the End Phase. When this card declares an attack, return 1 face-up monster your opponent controls to the owner's hand.[/align]

During your Draw Phase, if you draw a Dragon-Type monster, look at your opponent's hand, and send 1 non-Dragon-Type monster from their hand to the Graveyard. You can Tribute this card to negate the activation of a non-Dragon-Type Effect Monster's effect that targets a Dragon-Type monster you control, and destroy it.[/align]

Evil Hero Neos:

 

The picture is alright, but it doesn't really fit the name. It's pretty well balanced, maybe a bit overpowered.

I like the picture, but it's kind of overused. The name sounds overused too. The effect is useful.

Should be: owner's Deck(s), take out shuffling their Decks. Change level to 8, take out the last effect. Change level to 8 for card 2, there already is a Justice Dragon I believe, but good anyways. 7/10
