That's not confidence; that's blind arrogance. However, being able to create the illusion of confidence while still maintaining the capacity for objective self-reevaluation is a factor in other elements of leadership, such as charisma. If one crosses said line, yes, they aren't really doing anything, and are only spouting hot steam. However, confidence, combined with the vision to use it, is what I had in mind.
