Interesting effect, I think it could be a bit overpowered though.

 

-I'm not sure about the OCG, I don't know how to word someting like this

 

-I like the picture, it fits becasue the "+" sign and the ATK increase go together.

 

Maybe you could make another with a DEF decrease effect and a picture like this one but with a "-" sign.

I don't think its overpowered, because Synchrons tend to have high Levels due to the fact that their Level is the sum of the mosters used to Summon it.

But just like you, I cannot find a good way of spelling this, without having to use lists of levels, which would be to much.

The DEF idea is great, and I think I'll just make one! Wait and see.

This card would be good if you knew how to word it. Maybe the effect shouldn't be so complicated, I guess...lol. But the idea is absolutely novel (or first-rate).

 

7.1 / 10 for the card (until the OCG shows up...) That;s the kind of outside-of-the-box think this game needs to be even MORE fun than it already is. Great job.

For Bengal (and I belive this is a pretty good description):

As long as this card remains face-up on the field, all Synchro Monsters gain 2600 DEF. But all Synchro Monsters also lose 200 DEF times their original Level.

 

 

And because the sake of the two card's, name change:
