If this card is sent to the Graveyard during the turn this card was Summoned, decrease the Level of all monsters in both players hand by 1 until your next Main Phase 2. As long as this card remains at the top of your Graveyard, all Level 4 or lower monsters sent to the Graveyard are Special Summoned to their owner's field. Art by ProjectHybrid in DA.
