The title explains it:

1 Tuner monster + 1 or more non-Tuner monsters

This card is also treated as WIND monster and a Warrior-Type monster. Each Draw Phase, you must pay 300 Life Points or this card is destroyed. Once per turn, place 1 Blitz Counter on 1 monster your opponent controls. On the End Phase of every turn, you can Tribute 1 monster who's Level Stars is equal to the number of Blitz Counters on the field x 2 to destroy every monster on the field with a Bltz Counter on it. Once per turn, you can Tribute 1 monster you control to destroy 1 monster your opponent controls with equal or lower Level Stars than the Level Stars of the monster you tributed.

Synchro - New 5d's type of card. Kinda like fusions except you need a tuner (or more depending on what it says below the type) to summon it and 1 or more non-tuner monsters (an effect or normal monster). Plus the tuner(s) and the non-tuner(s) need to add up to the level of the Synchro monster, check out Yugioh Wikia Wiki if you want and type in Synchro.

 

Tuner - A new sub-type, ya know like a replacement for effect like spirit and union...

 

BTW Nice cards Night Crow, 8.9/10 and that synchro, is the pic Edward Elrich of Fullmetal Alchemist?
