Instead of causing hard-ship for them and picking on them, why don't you help them? Just because you say, "read this topic" or "follow these rules" that doesn't mean they are going to understand. The only way you are going to make them better is by taking them under your wing and trying. The only way you are going to become better is by helping them. And, just like one of the Laws of Motion says, (an object in motion will stay in motion unless acted upon by an outside force) noobs will stay noobs unless something (or someone) outside of themselves helps or encourages them to take the necessary steps to graduate from noobiness.
