Here it goes:

 

 

[spoiler=Effect] 1 Tuner + 1 or more non-Tuner monsters

When this card is Summoned put 6 Spell Counters on it. Once per turn, by paying 500 Life Points, put 1 Spell Counter on this card. Once per turn, by removing any number of Spell Counters from this card, you can Special Summon 1 Spellcaster-Type monster from your Deck whose total Level Stars equal the number of removed Spell Counters. Each time a monster is Special Summoned this way, this card loses 1000 ATK. This card cannot attack.

cool card! But attack is 3000 already then it gets 6 sp counters 500 for each so 6000 ATK and every turn by paying 500 LP you can add anotha counta lol

NO!!!Its ATK is 3000,since it has 6 Spell Counters when Summoned.It would be toooo much if it had 6000 ATK!!

But,you get the point that 6000 ATK would be too much!!!

Well, despite it's overpowered ATK, its weakness is the lack of attacking, which balances it out.

JOV1,it's point is to Summon other monsters,...If it could attack as well,...There you have one OP-ed monster.

And I know its ATK is supposed to be ???,but I entered a contest and they said it had to be 3000 or higher,...
