This card can be Special Summoned by Tributing 1 Level 3 or lower monster. When this card destroys a monster by battle and send it to the Graveyard, you can remove from play 1 Monster Card you control. Once per turn, select 1 monster removed from play by the effect of this card. Pay Life Points equal to the Level Stars of the selected monster to Special Summon it to your field in face-up Defense Position. The Battle Position of the Special Summoned monster cannot be changed. If the Special Summoned monster is used for the Synchro Summon of a Synchro Monster, Special Summon the Tuner monster back to your field.

3rd and 4th sentence combined...

Once per turn, you can select and Special Summon 1 monster that was removed from play by this card's effect by paying Life Points x100(any number you like) equal to the Level Stars of the selected monster.

Use "When" not "If the"...
