Arcana Force Dragon Card-Please Rate!

This is the first card i've made so far. A synchro arcana monster; it's effect is sorta've supportive. Please rate and suggest changes.

EFFECT: 1 Tuner + 1 or more non-Tuner "Arcana Force" monsters

As long as this card remains face-up, increase the ATK and DEF of all "Arcana Force" monsters (except this card) on the field by 300.

When this card is Summoned, toss a coin:

•Heads: As long as this monster remains face-up on the field, your opponent cannot select another "Arcana Force" monster on your side of the field as an attack target.

•Tails: This card cannot attack on the turn it is Summoned.

First the pic of this card is already used. Second, this card is kinda overpowered and not just the ATK and DEF its kinda the effect too. Other than than, it is pretty cool. I like that it is a DRAGON type too. 7/10

Effect is kinda plain. Add another effect before the coin toss effects.

[Professor Cobra]

Change level to 9, there are only 21 cards in a Tarot deck, so 22 won't work, good pic, but used. Start a new line for the tails effect. 8/10
