Wow, ocg is really bad... Try this:

 

"Increase this card's ATK by 200 for each Toon Monster on the field."

 

That art looks like Jason Engle.. But I can't be certain. :) it's not too important though..

 

4/10 right now, when you fix the ocg it will be raised to 6/10. ;)

Quotation marks around names, when a "Toon" monster is Summoned, increase this card's ATk by 200. Change DEF to 2000, ATK to 1600. Level to 4. 7/10
