Waging war agaisnt another country is a direct confrontation, in which you either overpower your enemy and occupy their territory, or be defeated. Depending on the situation, you either may be occupied yourself, or simply forced away. Terrorism is an act by persons no necessarily affiliated with a country (though it often is) or even with an organization. A terrorist has not intention of overpowering the United Sates military, or the military of any other country. His goal is simply to kill as many people, and do as much damage as possible. Basically, to make life as miserable for the citizens of the enemy country as is possible. Why? In order to destroy their will to fight. Link to comment Share on other sites More sharing options...
