As long as this card is face-up on the field, any Monster summoned, that has an attribute other than DARK, cannot attack for 2 turns. When this Monster is destroyed, negate all Monster's effect until the end of the turn.

 

I think that how it should be done, but I wouldn't quote me on it.

So other that, the effect is a bit strong, Vegendful Bog Spirits x2 plus a one turn Skill Drain. Slightly overpowered effect, but maybe I'm just over judging. Still
