I will tell you right now before you rate and give your opinions I use the old OCG rules and writings( or whatever it is called) not the new 5d one. Image credit goes to google [spoiler=effect]This card cannot be Normal Summoned or Set. This card can only be Special Summoned by Tributing 3 WIND monsters you control. This card cannot be destroyed by battle (Damage Calculation is applied normally). During each of your Standby Phases, put 1 Soul Counter on this card. By removing 3 Soul Counters from face-up monsters you control, Special Summon 1 WIND monster from your Graveyard and inflict damage to your opponent equal to half of that monsters ATK. (is that a guy or girl) =s XD =s yeah I kinda know that but its the only pic I could find that would suit it, also I have no idea, I think its a guy, also if people if you just look at the pic and leave don't do that okay, DJ said it was fine so I'll leave it at that.
