They are kind of overpowered. Hand and field advantage is way better than Life Point advantage.

The ideas of the card is great and the individual effects or perfect for each card but the only problem is, and many peolpe do this, that its too easy to summon for monster that strong. The neon code effect is gud no changes needed for that, but the cards summoned by Neon Code need to have another summoning condition like for example- Blue Eyes Neon Dragon can only be special summoned by the effect of Neon Code while Blue Eyes white Dragon is face up on yourside of the field. When this card is summoned remove from play all Blue Eyes White Dragons on yourside of the field. See it had two summoning conditions which made the card more realistic. But for now i give you a 9/10. Gud Luck!

These cards could be use to bring lv 5+ Vanilla back, but let me suggest some altered effects, okay?

 

Neon Mode. Continous Spell.

When this card is destroyed, remove from play all "Neon" monsters you control. Each time a "Neon" monster is Special Summoned to your field, pay 1500 Life Points.

 

Blue-Eyes Neon Dragon

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of this card. While "Neon Mode" is on your field, you can remove from play 1 "Blue-Eyes White Dragon" from your field to Special Summon this card.

 

Just add the rest of the original card's text to this.

 

The rest of this card is OK.

 

Dark Magician on Neon

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of this card. While "Neon Mode" is on your field, you can remove from play 1 "Dark Magician" from your field to Special Summon this card.

 

Add the rest of the card except the Summoning condition to this.

 

Red-Eyes Neon Dragon

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of this card. While "Neon Mode" is on your field, you can remove from play 1 "Red-Eyes Black Dragon" from your field to Special Summon this card.

 

The effect you have for it now makes it a 3400 ATK beatstick. I think it would be best if you re-think this one.

 

Neon Summoned Skull

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of this card. While "Neon Mode" is on your field, you can remove from play 1 "Summoned Skull" from your field to Special Summon this card.

 

Just add the effect of your Neon Summoned Skull, except the summoning condition, to this.

 

Over all I think your cards are OK. like 7/10 OK. I just think that my small changes to your cards improves upon your great idea.

Lower case once, turn, hand and field, 1, not one, his/her to their, Tributing 2 "Neon" monsters, change Neon Exodia's Level to 10, ATK to 4000, add to it: This card deals no Battle Damage. Red-Eyes, lower their Level to 8 or 6 or whatever their original Levels are. 7/10
