My ~Underworld Destruction General~ card - With nice big effect. Please rate+comment

OK I just made a brand new long effect Dark underworld card.

Please rate it and comment. I would appreciate it as good help, especially the OCG because it has a nice big effect. Tell me if you like it. I used to be absolutely horrible at OCG, so I hope I improved.

[spoiler=Effect]This card cannot be Normal Summoned or Set. This card cannot be Special Summoned, except by removing from play 3 Fiend-Type monsters in your Graveyard. This card must attack all cards on your opponent's side of the field once each, if you don't decrease your Life Points by 1000. If this card successfully destroys all cards your opponent controls, inflict 1000 points of damage to the opponent. When your opponent attacks, the attack target must be this card. Decrease the ATK of this card by 100 for every LIGHT attribute monster on the field. You can discard all cards in your hand to destroy all cards on the field, except this card. If you used this effect, you cannot declare an attack this turn. If this card is destroyed as a result of battle, decrease both players Life Points by 200 for every DARK attribute monster in the Graveyard.

Fiend-Type monsters, good pic, LIGHT monster, add a comma before except, take out the last effect and the effect that if you destroy all of your opponent's monsters, they lose 1000 Life Points. To balance it. 8/10

but if I remove those effects won't it be a little Underpowered?

Because if it doesn't attack all monsters the opponent controls you lose 1000 Life Points so it is risky to use.

And the last effect decreases both players Life Points.
