Technicaly, Anikan did destroy Palpetine and bring balance in Episode VI. He was to destroy Palpetine, but in a more complex way than the Jedi thought it would be. They thought it woulde end in the Clone Wars. But, it was really supposed to carry on past the Clone Wars. The reason not just any Jedi could bring balance was becuase they thought no single other Jedi had enough power to defeat Plapetine. The Chosen One was supposed to have great power with the force.
