This card cannot be Special Summoned. This card can only be Normal Summoned by tributing 3 monsters you control. For each card in your and your opponents hand this card loses 1500 ATK. When this card becomes the target of a Spell or Trap card, you can decrease this cards ATK by 2500 to negate the effect of the card and destroy it. If your opponent controls no monsters, this card cannot attack your opponent directly. When this card successfully destroys an opponent's monster by battle, decrease this cards ATK by 1000.

At first sight I was like "Wtf!? So OP'd??"

Then I saw the effect - the card's negative effect eats up all the good thing... When you and your opponent have total of 6 cards, this monster has 0 ATK.

Isn't this little UP'd, considering that you can't Special Summon this monster and you have to tribute 3 monsters at first?

But the thought is pretty good ;) 8/10

I do notice some things you can edit in the card text. Here is how I would write the text:

 

This card cannot be Special Summoned. This card can only be Normal Summoned or Set by Tributing 3 monsters. Decrease this card's ATK by the number of cards in each player's hand times 1500. You can decrease this card's ATK by 2500 to negate the effect of a Spell or Trap that targets this card and destroy the card. This card cannot attack your opponent directly. When this card destroys an opponent's monster by battle, decrease this card's ATK by 1000.

 

Anyway, it doesn't seem overpowered. It may deal a lot of damage, but it NEEDS either Skill Drain or Final Attack Orders to work well.

yh but usually if ure dueling a good opponentm, they will put most their cards down, so they might like 0 or 3, i usually dont have any cards in my hand in a duel, cos i use them all.

ok, say your opponent has 2 cards in their hand.

 

it loses 3000 ATK (2x1500ATK)

 

[6000ATK]

 

thne you also negate an effect (-2500ATK)

 

[3500ATK]

 

then it destroys a monster on the field (-1000ATK)

 

[2500ATK]

 

also, your opponent could even have 5 cards, so its attack would be liek 1500. but the tribute cost of 3 monsters is still alot, plus this CANNOT attack directly, even if it had 5000ATK. it HAS to destroy a monster, therefore always losing ATK throughout the Duel.

Anyway, at first overpowered, but as the duel progresses, it will become totally overunderpowered, at which your opponent might take advantage of that, and destroy you once and for all, except with the help of some other cards of course...

Because there is no card with 9K ATK power, with the exception of Equips, but that doesn't count... Also, 9K ATK power is auto overpowered, so also, your opponent will use every attempt to make your monster weak, which is actually easy to do...

At first it looks balanced but with some combos you can gain HUGE advantage.

1. - Skill Drain. Easy to see you get a 9000 ATK monster with no limites making it to strong.

2. - For being a Machine you can use Limiter Removal on it.

3. - I'm not sure about this one but it is a Normal Summon so you should also be able to use Trojan Horse on it.

 

Maybe very balanced on its one but not with some combos. Also not very realistic for the fact that the strongest monster only has 5000 ATK and is more difficult to summon.

When this card successfully destroys an opponent's monster by battle, decrease this cards ATK by 500.

 

There is some OCG sorted, and I powered it up slightly to be a powerful card, but still balanced.
