It is the same as that of Ice Master with changes made to make it WIND. You can Special Summon this card from your hand by Tributing 2 WATER monsters. Once per turn, you can place an Ice Counter on 1 face-up monster. You can Tribute this card to destroy all monsters on the field with an "Ice Counter(s)".
