Just made a new card. It may or may not work out in a real duel, it's open for opinions. Rates/Comments/Fixes Please. Image Credit goes to ~RavenMacabre on deviantART.

Effect: This card is also treated as a LIGHT monster. As long as this card remains face-up on the field, every 2 turns, 1 Spell or Trap Card must be activated by both players. If a Spell or Trap Card cannot be activated, discard 1 card from your hand. If cards cannot be discarded, decrease your Life Points by 1000.

But some ocg errors.

 

It should be more like: This card is also treated as a LIGHT monster. As long this card remains face-up on the field, during your Standby Phase (or an other Phase), both players must've have activated a Spell or Trap Card, else discard 1 card from your hand. If you or your opponent cannot discard a card, inflict 1000 damage to that player.

 

There might be also ocg errors in it

While this card is face-up, its Attribute is also treated as LIGHT. During your Standby Phase, both players must activate 1 Spell or Trap Card. If a player cannot activate a Spell or Trap Card, that player must discard 1 card from their hand or take 1000 damage.

 

I think that this is the correct OCG, but not 100% sure. LOVE the image. Stats seem balanced.
