Effect:

This card cannot be Normal Summoned or Set. This card can only be Special Summoned, by removing 7 monsters in your Graveyard from play. When this card is Summoned, you can add 1 level 4 or lower Fiend-Type monster from your Deck to your hand. When this card battles with a Fairy-Type monster, this card gains 600 ATK during damage calculation only. When this card destroys a monster by battle, you can draw 1 card. During each of your End Phases, you must pay 700 Life Points. If you cannot, destroy this card. When this card is sent to the Graveyard (except by its own effect), you can add 1 level 3 or lower LIGHT monster from your Graveyard to your hand.

Pros

- Level 8, Trade-in bait.

- 3100 ATK, steps over just about any other commonly used card.

- Is LIGHT attribute, so Honest can be dumped for him to run over what he couldn't before. Also makes him a viable Beckoning Light target.

- Adds a Level 4 or lower Fiend from Deck to hand when Summoned.

- Gains 600 more ATK when battling Fairies. You know, if you need to step over a rogue Shinato or Splendid Venus.

- Can draw a card after destroying a monster.

- When rid of by any other means than its effect, you get a Level 3 or lower LIGHT monster from your Graveyard. Tough call, since you have to remove 7 from the Grave to summon him.

 

Cons

- Removing 7 monsters in the Graveyard from play to Summon him. A couple potential combos with him, but otherwise he's set to be a mid/late-game play. Being able to throw him out on turn one would make him unbearably good.

- Paying 700 Life Points per End Phase as maintenance. Many monsters without a built-in protection effect will either be winning you the game against a cornered opponent (in which LP payment doesn't matter, winning can be done with 8000 or 800 Life Points) or destroyed in 1~2 turns by some card effect, which forces the opponent to spend resources to get rid of him while you gain cards from his draw effect, AND you'll benefit from his destruction otherwise.

 

 

I don't think this card's negatives outweigh its positives. Summoning it, destroying a monster, and getting it destroyed next turn gets you 3 cards in hand from one card. The Fiend-type from the Deck on its summon, the draw from its effect, and the Light monster from its destruction. You benefit from anything. It's not enough of a late-game stipulation effect to make the 700 Life Point payment anything devastating. You can get 7 monsters in the Graveyard fairly quickly in a Duel, maybe with all 8000 Life Points still in tact.

 

It's a bit overpowered, really. The downsides don't justify everything this lets you do.
