to answer some of your questions:

the dark tuner is of that subtype, just like tuners are of the tuner subtype. the dark tuners have a positive level. to summon a dark synchro you have to subtract the level of one dark tuner from the level of one and only one non-tuner. this is why dark synchros can be overpowered compared to other cards; they are very difficult to summon. so, in other words, to summon your card you would need a dark synchro of level seven or higher. say it was level eight. then the non-tuner would have to be level two. and if your dark tuner was level nine, the non-tuner would have to be level three. but the dark tuner will almost always be a level seven or higher monster in the case of any dark synchro.

as for your card, the recolor is pretty bad, but nobody's perfect. instead of 1 Dark Tuner + 1 or more non-Tuner monsters it should read 1 non-Tuner monster - 1 Dark Tuner.

and as for the effect, it is very variable and very powerful, like all dark synchro effects, so you get 9/10 for that. its bumped down to an 8 for now because of the error in summoning requirements.

the monster should have this at the start of its effect:

1 non-Tuner monster - 1 Dark Tuner monster

In order to Special Summon this card, subtract the Level of a Dark Tuner monster from the Level of 1 other monster you control; the value must equal the Level of this card.(then you write your effect)

Dark tuner:

Dark Tuner Monsters are a new monster type that made its debut in Yu-Gi-Oh! 5D's in episode 27. Dark Synchro Monsters are Synchro Summoned by sending to the Graveyard 1 Dark Tuner Monster and 1 non-Dark Tuner Monster. The non-Dark Tuner Monster's Level minus the Dark Tuner Monster's Level must be equal to the Dark Synchro Monster's Level.

That Dark Tuner Monsters are not just DARK Attribute Tuner Monsters, but are a completely different kind of monster, identified by having Dark Tuner listed after their Type.

Unlike regular Tuner Monsters, the Dark Tuners shown so far have been very high in Level due to the fact that their Levels must be subtracted from the remainder of the Synchro Material Monsters for a Negative Level. This potentially makes them much more difficult to Summon. So far, all of the Dark Tuner Monsters that have appeared have 0 ATK and DEF, and are DARK.

for the card tough 6/10
